Governor Rick Snyder will present his third state of the state address on Wednesday, January 16 at 7 PM in the House Chamber of the State Capitol. Public TV stations and Michigan Public Radio Network stations across the state will broadcast the speech. It can also be viewed online at

Bills Signed During Michigan's Lame-Duck Legislature:
30% of the bills signed during the 2011-2012 Legislative Session were signed during Lame Duck. Listed below are the bills on which the State Bar of Michigan had positions.

HB 4555 Juveniles; criminal procedure; juvenile competency and culpability; clarify. Amends secs. 498d, 498e & 498h of 1974 PA 258 (MCL 330.1498d et seq.) & adds secs. 1060, 1060a, 1060b, 1060c, 1062, 1064, 1066, 1068, 1070, 1072 & 1074.
SBM Position: Support SB 0246, SB 0247, HB 4555, and HB 4556

HB 4725 Crime victims; rights; information concerning minors who have been victims of child abuse or sex crimes; exempt from disclosure under the crime victim's rights act. Amends secs. 8, 38 & 68 of 1985 PA 87 (MCL 780.758 et seq.).
SBM Position: Support.

HB 5600 Juveniles; criminal procedure; set-aside convictions for juvenile adjudications; clarify eligibility. Amends sec. 18e, ch. XIIA of 1939 PA 288 (MCL 712A.18e).
SBM Position: Support the Substitute.

SB 152 Criminal procedure; evidence; electronic recording of certain custodial interrogation sessions; require under certain circumstances, and revise procedures for determining admissibility as evidence under certain circumstances. Amends 1927 PA 175 (MCL 760.1777.69) by adding secs. 7, 8, 9, 10 & 11 to ch. III.

SB 246 Juveniles; criminal procedure; juvenile competency standards; revise. Amends sec. 1, ch. XIIA of 1939 PA 288 (MCL 712A.1) & adds secs. 18n, 18o, 18p, 18q, 18r & 18s to ch. XIIA.
SBM Position: Support SB 0246, SB 0247, HB 4555, and HB 4556

SB 1296 Civil procedure; statute of limitations; statute of repose for actions against an attorney-at-law or a law firm; enact. Amends sec. 5838 of 1961 PA 236 (MCL 600.5838) & adds sec. 5838b.
SBM Position: No position, but authorize the committees and sections to advocate their positions.
